the cheapest ones:
http://www.hgf-synthesizer.de/
or
Genesis CM
or
http://www.greenoak.com/crystal/about.html
or
http://www.audjoo.com/Helix/HelixAbout.html
or
http://www.lennardigital.com/modules/sylenth1/
or
http://www.tcelectronic.com/V-Station.asp

but i think the key is layering multiple pads, and post production....

yo,

check out the Spectrasonics stuff, like Atmosphere or Omnisphere they are both top class for this type of stuff.

And the new kid on the block, Evolve by Heavyocity :O

Enjoy,

Sylenth
Vanguard

For freeware check Synth1, he can also make good sounds like vanguard, v-station etc wink

Is the question "Which VST comes with a lot of these pads as presets" or "Which synth will allow me to make these types of pads"?

If the former, then a rompler like Atmosphere or Nexus (+ some expansions) are great, as are some of the synths already mentioned, particularly Omnisphere (both a synth and a rompler). If the latter, the answer is just about any decent polyphonic synth. Pads are not difficult to create and you can get huge lush sounding pads by layering, detuning, adding effects (flanging, phasing, reverb), etc.
